Make Hugo theme directory

There is already a theme showcase for Hugo, but it only has a design taxonomy, and doesn’t list (anti-)features of the themes. A lot of the ones I’ve used load resources from CDNs or even personal URLs, and that is a problem.

I plan on doing the same with WordPress themes and plugins.

Since then I’ve seen a few other directories pop up. I’d still do it differently.
