It’s dirt, at least the ones I’ve been to.
Is it sloped? I’ve been to outdoor ranges, and what amounted to an outdoor range (rednecks are creative), and the targets were set in front of large piles of dirt/soft clay.
Okay, so… if enough bullets hit it it starts, ya know, being metal-y, right? Do they… turn it? Or use be magnets to pull out the shrapnel and recycle it for medical equipment?

Yeah, I have no idea what they do when it becomes… saturated. Hire Magneto?
