Magical Armor: Resplendent Survey (or, you got it!, MA:RS) is about controlling a sentient artifact controlling other magical items to create squads of magical mecha.

“Scraps” are individual units, and follow the basic MMO-item-slots from D&D 4E. Think of it like if you just got to play “Buy Magic Items” all day with a full party of dolls. Now make them battledolls of magical fashion and fury, and you’ve got the idea.
It fits lots of settings, but one I had in mind was one where several artifacts begin creating parties to explore the world as no other sapients have been seen in centuries.
